This Act consolidates the repealed Banking and Financial Institutions Act 1989, Payment Systems Act 2003, Insurance Act 1996, and Exchange Control Act 1953, offering a more standardized governance and regulatory framework for conventional banks in Malaysia. It also addresses emerging trends in the financial market.  

Dr. Mohd Johan Lee serves as a High Court judge in Kuala Lumpur, Malaya, and is currently an adjunct professor at the UUM School of Law under the College of Law, Government, and International Studies. He holds an LLB (Hons) from IIUM, a Master of Comparative Laws, and a postgraduate Diploma in Shariah and Legal Practice, both from IIUM. Additionally, he earned an MA in Economics from King’s College London and a Ph.D. in Business and Commercial Law from Monash University, Australia. Dr. Johan Lee is a former advocate and solicitor for the High Courts of Malaya, Sabah & Sarawak, the Shariah Court, and the Supreme Court of Brunei. A prolific author, he has written over 10 textbooks and numerous articles worldwide. He has also been a certified arbitrator and mediator since 2003 and 2008, respectively.

Before his appointment to the judiciary, Dr. Johan Lee practiced law for over two decades. During this time, he served as a shariah advisor to an international bank and a takaful operator. He was also a member of the shariah advisory committee of the Association of Islamic Banking and Financial Institutions Malaysia (AIBIM). In 2006, he was a visiting scholar at the Asian Law Centre at the University of Washington in Seattle.
