About the Authors of A Practical Guide To The Trade Unions Act & Regulations 1959:
T. Balasubramaniam began his career in 1960 as a Kirkby-trained teacher and became involved in industrial relations in 1961 as Secretary of the MTUC Terengganu Division. After earning a Second-Class Upper Honours degree in Social Science (Economics) with a distinction in Industrial Relations, he joined the Malayan Council of Employers Organisations (MCEO) as Deputy Secretary in 1976. Following the dissolution of MCEO in 1978, he served as Industrial Relations Advisor for the Malaysian Employers Federation (MEF), during which he obtained his LLB (Hons).
Upon retiring in 1996, he founded the Meca Employers Consulting Agency, serving as CEO and Principal Legal Advisor. Though he retired from MECA in 2007, he continued as Chairman and provided advisory support. Over his career, he has contributed to the National Labour Advisory Council, represented employers in Industrial and Labour Courts, and taught Labour Law at Universiti Kebangsaan Malaysia. He has also tutored in Economics at the University of Malaya and Quantitative Methods at Universiti Sains Malaysia. A prolific author, he has written nine books on labour law and conducted numerous courses on the subject.
Mooi Poh Kong A.M.N. earned a BA (Hons) in History from Universiti Kebangsaan Malaysia and began his career in 1997 as an Assistant Director with the Industrial Relations Department at the Ministry of Human Resources. He rose to Senior Assistant Director and, in 2008, became Director of the Legal Division, where he handled law amendments, judicial reviews, investigations, prosecutions, and advisory services. During this time, he obtained both a Diploma in Industrial Relations and a Bachelor of Jurisprudence (External) from the University of Malaya.
In 2011, Mooi was appointed Labour Attache at the Malaysian High Commission in Singapore, assisting Malaysian workers with employment issues. Returning in 2013, he served as Director (Sarawak Branch) of the Industrial Relations Department before being promoted to Senior Director (Law and Enforcement) in the Trade Unions Affairs Department in Putrajaya. There, he was actively involved in amendments to the Trade Unions Act 1959 and its regulations until his retirement in 2020. Currently, he works as a Consultant specializing in industrial relations.
